Migrant Recruitment Advisor – Wie kann faire Anwerbung in Europa gelingen?

Am 21. Februar 2020 hat die Servicestelle einen internationalen Workshop zur Implementierung des Migrant Recruitment Advisor (MRA) in Europa organisiert. Die Veranstaltung fand im Bundesministerium für Arbeit und Soziales (BMAS) in Berlin statt. 

Gemeinsam mit 20 Teilnehmenden aus Deutschland, Österreich, Belgien, Bulgarien, Vertreter*innen des IGB, DGB und der ILO Genf sowie der Open Society Foundation und dem Netzwerk PICUM wurde die mögliche Umsetzung einer Bewertungsplattform von Anwerbestrukturen für migrantische Arbeitssuchende diskutiert 

Christoph Kühn von der International Labour Organisation stellte das ILO Modell für Faire Anwerbung, die sogenannten “Fair Recruitment Principles” vor. Von der International Trade Union Confederation ((IGB) präsentierte Ira Rachmawati das Konzept und Implementierungsschritte des Migrant Recruitment Advisor. Dieser wurde bereits in Asien umgesetzt und hat drei Kernziele. 1. Faire Einstellung/Anwerbung 2. Sichere Migration 3. Verringerung des Risikos für Zwangsarbeit.

In einer lebendigen Diskussion wurden unter anderem Datenschutz, Zertifizierung, (lokale) Partner*innen, Beschwerdemechanismen und weitere Umsetzungsschritte thematisiert. Die Servicestelle plant noch diesem Jahr einen vertiefenden Workshop zum Thema Anwerbung nach Deutschland und Beschwerdemechanismen Zusammenarbeit mit PICUM.

Migrant Recruitment Advisor – How can fair recruitment suceed in Europe? 

On February 21st 2020 the Service Centre organised an international workshop for the implementation of the Migrant Recruitment Advisor in Europe. The event was hold in the Federal Ministry for Labour and Social Affairs in Berlin.

Together with 20 participants from Germany, Austria, Belgium, Bulgaria and representatives from the ITUC, GTUC and ILO as well as the Open Society Foundation and the PICUM network the possible implementation of a review platform for recruitment structures for migrant workers was discussed. 

Christoph Kühn from the International Labour Organisation presented their model on fair recruitment, the so-called “Fair Recruitment Principles“. On behalf of  the International Trade Union Confederation (ITUC) Ira Rachmawati introduced the concept and steps of implementation of the Migrant Recruitment Advisor. It was already implemented in Asia and has three central objectives. 1. Fair Recruitment 2. Safe migration 3. Risk reduction for forced labour.

In a lively discussion data protection, certification, (local) partnerships, complaints mechanism and further implementation steps were adressed, among other issues. This year, the Service Centre already plans an in-depth workshop on recruitment structures to Germany and complaints mechanisms in cooperation with PICUM.
